Both say I'd like should the first one be I want sort of and why not
yo quiero pagar la cuenta and Me gusta pagar en efectivo Seem like both
are in present

To say "I´d like...", you can say ME GUSTARÍA, QUISIERA and QUIERO. The first two are more formal.
"ME GUSTA" can only be used to explain a preference (I like foreign films and indie music)
not to ask for something or to order something.
Imagine that you´re in a bar and want a bier, you´d say: "Me gustaría una cerveza, por favor", if you say "me gusta la cerveza" you are just expressing your preference, not asking for a bier.
