Advice Please

I am a beginner in Japanese and I was wondering if someone could give me advice on how to start out with learning in a more fluent way, such as: where should I begin to focus on more?My idea for learning was to start off by listening, reading, and speaking the language before I write complete sentence structures. Would this be an "okay" way of going about this?
